normal;">“换证”并不是“区证”直接换发不动产证，而是有一套严谨的程序并且要提报相关的材料。需要准备小区的现状勘测定界图、“农转非”等等手续，并且要通过“四议两公开”后，报请属地街道同意，才能启动办理“区证”换发不动产证工作。</p></section><section style=" text-align: center;margin-top: 10px;margin-bottom: normal;">2023年5月，“区证换市证”工作经试点后在全区范围内推开，只楚、凤凰台、世回尧等街道已陆续启动，目前已有6000余户居民拿到了不动产证“大红本”，可以正常办理不动产交易、抵押等业务。</p><p style="white-space: 其实这6000多户本来就是能正常办不动产证的，并不是区证，目前也就幸果里部分区证办出不动产证了，其它30000多户区证一直在“推进中”，可以说，毫无进展
